I have the honour to submit for your

favourable consideration the proposal which is embodied in

the accompanying copy of a minute by the Medical Officer of

Health, namely that the fees paid by certain of the Inspectors

of the Sanitary Department for the Certificates of the Sanitary

Institute and for the fees necessary for attendance at the

Institute's lectures, may be refunded to them by the Goverment.

I agree with Dr. Clark that it is desirable to encourage

Sanitary Officers to obtain these Certificates; and if he is

successful in inducing the Sanitary Institute to allow the

examinations to be conducted locally there is no doubt that a

larger number of Inspectors than hitherts will be glad to

avail themselves of the opportunity to qualify.

the exception of the five Senior Inspectors from England, the

Wardmasters, Sanitary Staff is recruited from ex-Policemen,
